In 2025, ownership rights were state-registered for 364,136 real estate properties nationwide. During the past year, the electronic registration of 565,000 hectares of land in the field of land management was completed and integrated into the Information System of the Electronic Land Cadastral Registry.
 
A press conference was held by the public legal entity 'State Cadastre and Register of Real Estate' under the State Service on Property Issues under the Ministry of Economy (hereinafter referred to as SCREC PLE) regarding the work accomplished during the year 2025.
 
Speaking about the successful economic reforms carried out under the leadership of the Head of State, Nigar Alimova, Chairwoman of "State Cadastre and Register of Real Estate" Public Legal Entity, stated that the reforms in the field of real estate registration also yielded positive results in 2025. Measures in the registration and cadastre of real estate, maintenance of the address registry, implementation of land management and special (sectoral) purpose geodetic works, as well as the electronic land cadastral registry, land management, and soil surveys in the liberated territories, along with other activities, were continued.
 
In 2025, ownership rights were state-registered for 364,136 real estate properties nationwide. Out of this indicator, 70,596 (19.4%) accounted for primary registration, while 293,540 (80.6%) accounted for secondary registration. Out of the properties for which ownership rights were registered, 186,595 were land parcels, 92,888 were apartments, 71,688 were private residential and summer houses, 12,122 were non-residential properties, 728 were property complex type enterprises, 112 were multi-story residential buildings, and 3 were perennial plantings.
 
During the past year, the technical inventory of 262,342 real estate properties was conducted, and technical documents (passports, plans, and dimensions) were issued. Furthermore, 63,836 mortgage agreements and 7,419 encumbrances (leases, usage) were state-registered, and 285,104 certificates were issued from the state registry regarding the description of real estate, state-registered rights, and restrictions (encumbrances) on them.
 
During the reporting period, state land cadastral works, including the electronic land cadastral registry and the assignment of addresses, were continued  throughout the country, including the liberated territories.
 
During the year 2025, the electronic registration of 565,000 hectares of land in the field of land management was completed and integrated into the Electronic Land Cadastral Registry Information System (TEKUIS/ELCRIS).
 
During the reporting year, as an integral part of the land cadastre, data obtained as a result of soil surveys on 436,000 hectares and geobotanical studies on 231,000 hectares were processed and entered into TEKUIS/ELCRIS; soil, salinity, and geobotanical maps were compiled, and relevant reports were prepared.
 
During the reporting period, 311 transportation infrastructure facilities in the country's cities, district centers, and settlements, and 3,299 in rural settlements were named by the relevant executive authorities and entered into the Address Registry Information System (ÜRİS/ARIS). Out of the data entered into ÜRİS/ARIS across the country's districts and cities, the quality of a total of 56,475 entrance addresses and 71,366 internal addresses was verified and approved. 
 
In 2025, the legislative framework in the field of real estate registration was improved. The Decrees of the Head of State 'On Amending the Decree Dated October 7, 2021, "On Certain Issues Related to the Regulation of Land Relations"' and 'On the Approval of the "List of Documents Confirming the Acquisition of Rights over Real Estate Objects Acquired and Arisen Prior to the Entry into Force of the Law of the Republic of Azerbaijan "On the State Registry of Real Estate""", as well as the Laws of the Republic of Azerbaijan 'On Amending Certain Codes and Laws of the Republic of Azerbaijan', 'On Amending the Law of the Republic of Azerbaijan "On Mortgage"', and 'On Amending the Laws of the Republic of Azerbaijan "On State Fees" and "On the State Registry of Real Estate"' are of significant importance in terms of the formalization of ownership rights.
